INTRODUCTION

Qingyang Huang is an assistant professor at National School of Development (NSD) and Institute of South-South Cooperation and Development (ISSCAD), Peking University. He obtained his PhD degree in Agricultural and Resource Economics from University of California, Berkeley in 2023. He is an applied economist studying development economics, environmental economics, and the political economy of local governance. His research explores the role of organizational structure and political incentives on the effectiveness of public policies and evaluates its implications on aggregate efficiencies with a focus on environmental policies.
